Job Description

POSITION GENERAL SUMMARY

Responsible for the management and administration of contracts for all airports development projects under the Capital Expenditure budget managed by Project Management Office.

 

ESSENTIAL POSITION FUNCTIONS

  • Responsible for all activities relating to contract administration undertaken.
  • All pre and post contract works of project implementation.
  • Review and advise on Need Statements & Tender Documents prepared by the engineers
  • Review, check and advise and/or prepare all preliminary estimates and Pre-Tender Estimates prepared by engineers
  • Tender evaluation preparation and/or review, check & advise on the Tender Evalution Reports
  • Review, check and advise and/or prepare contract documents, consultant s Memorandum of Agreement and other contractual agreement.
  • Review and check contractor s claims and prepare certificate of Progress Payment/ Professional Fees/ Supervision Fees for the contractors as well as consultants.
  • Review, check and prepare all statement of Final Account & Contractual Certificates as required in the Contract.
  • Negotiate on the variation of works with contractors where disagreement highlighted by contractor-consultant
  • To assist Senior Manager on the overall administration, planning and control functions of the unit.
  • To perform other work in relation with contracts management as directed by immediate superior

  • Experienced in pricing construction law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
  • Thorough knowledge of prime contract administration office and field procedures and documents relating to a construction project
  • Direct experience in managing workload distribution and personnel management

Unique Requirement

  • Registered Quantity Surveyor with Board of Quantity Surveying Malaysia or registered with Professional Association or Institution (Professional or Consultant)

 

Internal

  • Degree with a minimum of 3 years relevant experience in a Senior Executive role OR
  • Diploma with a minimum of 5 years relevant experience in a Senior Executive role OR
  • Certificate with a minimum of 7 years relevant experience in a Senior Executive role
  • Must achieve and maintain the following performance rating for two (2) consecutive years of at least

    • Exceptional / A or Outstanding / B; and

    • Minimum Meet Expectations / C

  • The employee must not be subjected to disciplinary punishments except for disciplinary counseling, caution, reminder & warning for the past 36 consecutive months immediately preceding the promotion

 

Relevant Industries

Unique Requirement

  • Registered Quantity Surveyor with the Board of Quantity Surveying Malaysia or registered with a Professional Association or Institution (Professional or Consultant)

 

External

  • Degree holder with minimum 5 - 10 years relevant working experience

Education

  • Degree in Quantity Surveying / Construction Management / Project Management
  • Master degree in Project Management would be an added advantage
