Job Description

POSITION GENERAL SUMMARY

Plan and manage aviation security of MA (Sepang) administration to ensure efficiency and cost-effective deliverable in order to meet the organization’s vision and mission and compliance to the statutory and regulatory requirements.

 

ESSENTIAL POSITION FUNCTIONS

AVIATION SECURITY MANAGEMENT

  • Ensure AVSEC operational efficiency and constant availability of resources to maintain the highest level of airport security and ensure an incident-free environment.
  • Manage the unit’s administration, ensuring that all administrative processes (procurement, personnel administration, housekeeping, record keeping, reporting) are performed according to guidelines, policies and procedures laid down by the company;
  • Develop key performance indicators of AVSEC KLIA & klia2 personnel and evaluate performance management of the personnel

AVIATION SECURITY COMPLIANCE

  • Ensure KLIA and klia2 security operations of passengers and aircrafts related to safeguarding against acts of unlawful interference with ICAO compliance.
  • Ensure that airport security is compliant to regulatory requirements and SOPs.
  • Recommend implementation of policies, projects and interventions by AVSEC with the objective of optimizing its functions and to ensure operational efficiency and enhancement of the service

COST AND RESOURCE OPTIMIZATION INTIATIVES

  • Determine the adequacy of resources (i.e. equipment, infrastructure, manpower etc) to enable effective and efficient implementation of the different AVSEC functions.
  • Endorse and present AVSEC KLIA & klia2 annual budget for management approval and controls expenditures to ensure procurement activities and AVSEC programs are implemented effectively to meet business plan targets

RISK & CRISIS MANAGEMENT

  • Drive on risk mitigation plan to avoid or minimize damage.
  • Lead, direct and control the Emergency Response Team in times of emergency or crisis  for damage control and manage any crisis or emergencies to ensure minimum disruption to airport operations during such crisis and emergencies.

RELATIONSHIP BUILDING

  • Maintain good relationship and coordination with Airlines and Government Department and other agencies in achieving effective implementation of security measures.

LEADERSHIP

  • Champion leadership development in the AVSEC department, creating environment for leadership growth, among promising personnel. Develop potential leaders via higher roles and responsibilities, multi skilling, on job training, attending conferences/seminar or attending relevant functional and management training programs.
  • Drive to inculcate MAHB’s core competency values of Customer Centricity, Commercial Orientation, Collaboration, Develops & Empowers and Driving Excellence in the effort to achieve higher productivity for AVSEC Department.

  • To ensure all security measures that are being applied, practiced and implemented fulfil our customers needs.
  • To maintain efficiency  of AVSEC operation due to manpower  constraint and controlled budget and other limitations

  • Expert in advanced management, personnel management, risk management, operations management;
  • Good knowledge in:
    • Principle, practical and procedure in 
    • Aviation Security Operation
    • International Instrument such as Annex   
    • 17 and Document 8973
    • National Legislation
  • Customer service oriented with pleasant personality;
  • Good in both written and spoken Bahasa Malaysia and English

Relevant Industries

  • Minimum of 3 to 5 years working experience in Management role.

Education

  • Degree/Diploma in Airport Operations Management or any discipline 
  • Master Degree would be an advantage
