ESSENTIAL POSITION FUNCTIONS

Record minutes of the division meeting as and when required.
To assist in day-to-day running of the administration function of the division.

Job Description

POSITION GENERAL SUMMARY

Responsible for ensuring the safety, cleanliness, and efficiency of airport runways, taxiways, and aprons by maintaining debris-free surfaces and adhering to strict operational protocols.

ESSENTIAL POSITION FUNCTIONS

All vehicles under the control of operations to be checked daily. All FOD have to be disposed from vehicle.
Inspections of all airside vehicles entail the following
- Visual inspection for any damage
- Cleanliness, exterior and interior
- Radiator water level
- Lubricating oil/Engine oil
- Battery water level
- Hydraulic oil level
- Wiper fluid
- Others as laid down in the instruction manual / checklist.
Any irregularities must be log and reported to the officer in charge immediately for further action.
It is responsibility of the driver to ensure that the vehicles under operations are sent in for servicing in accordance to the service manual.
Drivers shall keep an accurate log on :-
- Vehicle mileage
- Fuel dispense
- Lubricating oil
- Others
All faults must be docketed in duplicates, one for workshop, the other kept in charge for further action.
Any outstanding faults for more than 7 days, the driver must notify the officer in charge for further action.
All 8 sweepers engine must be activated daily.
Apron, taxiways and aircraft maneuvering area must be swept daily. (Refer to airfield sweeping program)
The debris inside the sweeper must be disposed every day and washed.
Any sweeping of newly paved area which contains bitumen and tar must be disposed of immediately after sweeping to prevent the hardening of debris

POSITION GENERAL SUMMARY

Assist in planning, organizing, directing, controlling and evaluating construction projects on Mechanical,Electrical or Civil aspects from start to finish according to schedule, specifications and budget.
Assist for assessing, reviewing, recommending, and advising the best BHS design solution and able to provides an objective and fresh viewpoint to improve operation, business requirement and aspirations while adhering to authority’s requirement locally and internationally.

ESSENTIAL POSITION FUNCTIONS

Assist in managing, planning & coordinating the day-to-day construction management of the BHS project including review, evaluate and advise on BHS Mechanical (Conveyor, Sortation, Early Baggage Storage, Independent Carrier System) design, document, and relevant drawings for Asset Replacement Program,
Co-ordinate with other sub system such as electrical system, control system, inline baggage screening system and IT to ensure overall BHS system is functional as per desired parameter,
Prepare and implement the development of Project Execution Plan using the relevant project tools such as BIM/PIM and its implementation plus ensuring lessons learned are properly documented through out the life of the project including Project Close-out,
Monitor and report to Construction Manager of project details, including progress, risks and opportunities in a timely manner and full utilisation of Building Information Modelling (BIM) & Project Information Modelling (PIM),
Ensures all changes to specifications, work scope and drawings are well documented,
Monitor construction productivity and schedule performance and investigate reasons for unsatisfactory performance.
Provide recommendations and institute measures for improvement by modification to operating procedures/ work instructions.
Adhere to Company Safety Standards and promote safety culture among the ranks through out the Company.
Planning and preparing construction schedules and milestones, and monitoring progress against established schedules as well as integration part with the current BHS operations,
Coordinate with relevant sub unit such as O&M team, High Level Control team, ORAT and Construction team to ensure ARP Project execute properly.
Assist in assessing, reviewing, recommending and advising the best BHS design solution for mechanical, electrical and low level control within certain parameter as per technical specification and able to provides an objective and fresh viewpoint to improve operation, business requirement and aspirations while adhering to authority’s requirement locally and internationally to ensure the system is efficient, reliable, provide redundancy and workable.
Assist in review, evaluate, and advise on BHS design based on BHS process, document, and relevant drawings and the phasing plan and advise Project Management & ORAT Team for construction phasing work timeline, implementation plan, functional testing, and operational readiness by utilizing the Building Information Modelling (BIM) & Project Information Modelling (PIM).
Assist in managing the system simulation to ensure the technical solution fulfils the customer requirements, and that the system is sufficiently robust, functional, and for expected uncertain operational situations.
Monitor and check the phasing work to minimize impact to the current BHS operation. Perform site inspection when required.
Any other ad-hoc projects and duties as required by the management.

Assist the Technical Manager in planning, organizing, directing, controlling, and evaluating construction projects related to Civil & Structural, Infrastructure, and Architectural aspects from start to finish according to schedule, specifications, and budget.

DETAILED DESCRIPTION

Design Leadership & Coordination

Lead Design Coordination: Direct the coordination of Civil & Structural (C&S), Infrastructure, and Architectural disciplines to ensure contractor proposals meet technical requirements and industry standards.
Interface Management: Identify and resolve design gaps and interface conflicts between C&S, M&E, and Architectural disciplines to prevent construction delays, rework, and on-site surprises. Ensure all design outputs are coherent, integrated, and fit for purpose across all trades.
Technical Review: Review and evaluate structural steel, civil, infrastructure, and architectural designs to ensure they support the Baggage Handling System (BHS) in meeting its functional, suitability, safety, and maintenance requirements.
Stakeholder Liaison: Proactively engage stakeholders — including the Project Management Consultant (PMC) and contractors — to clarify design intent, articulate end-user requirements, and protect employer interests.
Statutory Compliance: Ensure all architectural and structural designs comply with applicable local regulations and standards, including UBBL, BOMBA, and Malaysian engineering standards.

Project Implementation & Quality Assurance

Construction Oversight & Quality Enforcement: Conduct regular site audits to verify workmanship quality and installation compliance with approved designs.
BIM/PIM Integration: Fully utilize Building Information Modelling (BIM) and Project Information Modelling (PIM) for project coordination, progress monitoring, clash detection, and risk identification.
Programme Improvement: Work with the PMC to identify opportunities to improve project speed, optimize work programmes, and develop mitigation strategies for potential delays.
Safety & Compliance: Adhere to Company Safety Standards at all times and actively promote a strong safety culture across all project stakeholders and site personnel.
Project Close-Out: Lead project close-out activities including defect rectification and snag list resolution. Conduct detailed reviews of As-Built drawings to ensure accurate and complete project handovers and documentation.
Ad-Hoc Duties: Undertake any other project-related tasks and responsibilities as directed by management.

Reporting & Cost Control

Tracking, Reporting & Submittal Management: Maintain rigorous monitoring of design submittals to ensure full project visibility. Collaborate with the PMC to identify and escalate blockers, delays, or emerging issues to the Technical Manager for timely resolution.
Value Engineering: Proactively identify alternative materials and cost-optimization opportunities that maintain or enhance design quality while managing project expenditure within budget. Critically review all design changes and Variation Orders to safeguard project scope and cost.

Key Challenges

Ensuring design is coordinated and approved in a timely manner while managing a large volume of submittals for review
Multi-disciplinary design process across various trades to implement a complex baggage handling system spanning large areas and buildings
Brownfield project in a live airport where existing building constraints limit design options and require continuous coordination across stakeholders

Skills

Strong understanding of Civil & Structural (C&S), Infrastructure, and Architectural design principles
Ability to work with BIM tools such as Navisworks
