ESSENTIAL POSITION FUNCTIONS

1. Passenger Mobility Strategy

Develop and implement the airport-wide Passenger Mobility Strategy aligned with KLIA's operational, commercial, and passenger experience objectives.
Establish governance, policies, standards, and operating procedures for passenger mobility across Terminal 1 and Terminal 2.

2. Mobility Operations

Oversee the operational effectiveness of passenger mobility systems including Aerotrain interface, Remote Bay Bus Operations, Inter-Terminal Transfer (ITT), buggy services, travelators, lifts, and other passenger movement infrastructure.
Coordinate mobility service readiness during peak operations and irregular operating conditions.
Ensure mobility systems support safe, efficient, and accessible passenger movement.

3. Terminal Transfer & Passenger Connectivity

Lead the operational planning and coordination of Inter-Terminal Transfer (ITT) services and future passenger transfer initiatives.
Develop operational procedures to optimise transfer passenger experience and minimise connection times.
Coordinate with airlines, ground handlers, and relevant authorities to support seamless transfer operations.

4. Service Recovery & Operations Resilience

Lead passenger mobility response during operational disruptions, including Aerotrain interruptions, terminal incidents, remote bay contingencies, and irregular operations.
Coordinate cross-functional service recovery to minimise passenger impact and restore normal operations efficiently.
Establish contingency plans and resilience strategies for critical passenger mobility services.
Adoption of TEPAT Decision Making model in handling operational issues.

5. Passenger Experience & Accessibility

Champion initiatives that improve passenger convenience, accessibility, and inclusivity.
Oversee mobility services for passengers with reduced mobility (PRM), elderly passengers, families, and other special assistance requirements.
Drive improvements in wayfinding, passenger information, and mobility-related service standards.

6. Performance & Innovation

Establish passenger mobility KPIs, service level targets, and operational dashboards.
Report mobility performance and strategic recommendations to senior management.
Lead the adoption of smart mobility solutions, digital wayfinding, predictive passenger flow analytics, AI-enabled monitoring, and operational technologies to enhance airport mobility.
Support the implementation of future airport transformation initiatives related to passenger movement.

Position General Summary

Coordinate the allocation of slots to all airlines in a neutral and transparent way in accordance with Worldwide Slot Guidelines (WSG) and Standard Schedules Information Manual (SSIM) Chapter 6.

Essential Position Functions

Liaise with airlines, ground handlers and other related units in solving slot coordination issues at working level.
Coordinate slots and facilitate for Level 1,2&3 airports.
Perform coordination and facilitation processes in accordance with Calendar of Coordination Activities, which available at www.iata.org/wsg for each season.
Make available to all airlines operating or planning to operate on the information on coordination parameter for the next season, for all constrained components of an airport infrastructure.
Analyze actual utilization of declared capacity and how full or close to full the airport is on a typical busy week of the most recent season.
Provide each airlines with the details of their historic slots at Level 1,2&3 airports as a Slot Historical List (SHL) message.
Inform each airline of the results of Initial Coordination by Slot Allocation List (SAL) message accordingly, based on stated deadline.
Ensure compliances of any slot request or query within three (3) working days.
Decide which slots in the upcoming season to which each airlines operator has historical precedence, as per the initial coordination process..
Invite operators to apply for slots in the next scheduling season by the initial submission deadline.
Offer a slot series to an operator who has historical precedence over the series, provided conditions outlined in the company’s policies are met.
Assess applications and receive advice from stakeholders about the likely effect of an allocation on the operational efficiency of the capacity of the airport.
Hold regular meetings with the airport operator to discuss any changes to the airport that may impact capacity.
Following IATA Slot Conference, confirm all allocations and finalize a waiting list for slots.
Update slot allocations and baseline the slots allocated on the Historic Baseline Date.
Assess operators according to the ‘use it or lose it’ test at the end of each scheduling season.
Assess applications for ad hoc slots between the operating hours, and offer slots where appropriate.

Liaise with IT technical personnel in solving problems that affecting the stability of SCORE system.
