ESSENTIAL POSITION FUNCTIONS

Standard & Procedure Compliance
Ensure unit achievement on the objective In Integrated Management System (IMS): ISO 9001-2008(QMS), ISO 14001-2004(EMS), ISO 18001-2007(OHSAS) and ISO 27001-2013(ISMS)

Analyse normality of chilled water supply/return and,
Observe power consumption(load) for KLIA and klia2.

Supporting Other Engineering Unit

Handle engineering work (contractor/support service) for engineering unit w/o centre (after office hour) or,
Liaise among Operation Control Centres on behalf of engineering unit (approval to proceed, gate closure) of planned maintenance activities.

Unit's report

Produce Daily Engineering Status/update at every end of shift with latest and correct engineering info

Major incident management

Monitor and update Top Management when major incident occur then prepare Preliminary Incident Report (PIR)

Crisis management

Lead whole engineering unit during crisis as per Airport Emergency Plan (AEP) procedure
Monitor and update Top Management as well as prepare chronology report

FEI & AM

Lead World Class Maintenance (WCM) project
Prepare as well as update progress then present Focus Equipment Improvement (FEI) project to committee
Enforce Autonomous Maintenance(AM)

Enforce for the application of 5S in the workplace (refer 5S handbook)
Maintain 5S among staffs

Floater

Analyse daily temperature reading, produce monthly graph and,
Produce Monthly SAP analysis for whole month reports/complaints and,
Analyse Outstanding (OSNO) SAP report to achieve IMS objective.
Cover/replace staff on duty at ECC1/ECC2 when required

Others

Attend meeting/site inspection/join maintenance activities (if required)

POSITION SUMMARY

Support the day-to-day execution of Landside Operations through routine monitoring, inspection, data recording and operational assistance to ensure safe, orderly and efficient operations across landside facilities at KLIA.

3) Operational & Site Support

Relevant Industries

Minimum 1 to 3 years of hands-on experience in low-voltage electrical distribution systems, Main Switchboards (MSB), Main Distribution Boards (MDB), Sub-Distribution Boards (LDB), and motor control panels.
Experience with high-voltage/low-voltage switching, breakdown recovery, and generator standby systems in industrial or airport environments.

Education

Must possess a valid Chargeman A4 Certificate of Competency registered with Suruhanjaya Tenaga (ST).

Job Description

POSITION GENERAL SUMMARY

To assist the Manager in managing the overall execution of pre-contract and post-contract administration, tender management (including Quotations, Requests for Proposal, and Tenders), drafting tender evaluation reports & Board Procurement Committee approval papers and completion of Contracts document. The role ensures that all procurement activities are aligned with organizational objectives, delivered within target Service Level Commitments (SLC) and executed in strict compliance with corporate governance standards and procurement policies.

ESSENTIAL POSITION FUNCTIONS

Strategic Category Development & Planning

Develop, execute and continuously update multi-year category strategies based on detailed category baselining (spend analysis, business requirements, contract landscapes, and supply market assessments).
Serve as a strategic procurement advisor to Budget/Project Owners, building an initiative pipeline and aligning procurement plans with 3–5 year OPEX and CAPEX planning horizons.
Engage Budget/Project Owners early in project planning phases to aggregate multi-year requirements across Budget/Project Owners and shape demand prior to Purchase Requisition (PR) approvals.

End-to-End (E2E) Strategic Sourcing

Design competitive sourcing mechanisms (e.g., broad specifications to encourage participation, Framework Agreements, panel call-offs, or marketplaces).
Conduct targeted vendor outreach to quality suppliers, lead commercial discussions and negotiations, and structure contracts to maximize organizational value.
Assist to complete sourcing processes, including Quotations, Requests for Proposal, and Tenders document preparation, compliance checks, paper approvals, issuing Letters of Award (LOA) and completion of Contracts document.

Proactive Contract Lifecycle & Risk Management

Oversee proactive lifecycle management, tracking expiration dates, initiating timely renegotiations and building performance incentives and price escalation clauses into contracts.
Continuously evaluate supply market risks, reassess category opportunities and engage key suppliers on joint value-creation and continuous improvement initiatives.

Key Challenges

Getting Business Support: Convincing Business Units to involve Procurement early in project planning rather than at the last minute.
Combining Business Needs: Bundling similar requirements from different departments into single, multi-year contracts.
Managing Supplier Risks: Moving beyond basic paperwork to actively monitor supplier performance, market risks, and price changes.
Data Quality & Proving Value: Relying on clear spend data and showing real cost savings instead of just fast turnaround times.

Outstanding in work planning and organisation and problem solving.

Bachelor’s degree holder in Quantity Surveying (QS) with relevant building and infrastructure of equipment/system sourcing experience
