Job Description

Position General Summary

Coordinate the allocation of slots to all airlines in a neutral and transparent way in accordance with Worldwide Slot Guidelines (WSG) and Standard Schedules Information Manual (SSIM) Chapter 6.

 

Essential Position Functions

  • Liaise with airlines, ground handlers and other related units in solving slot coordination issues at working level.
  • Coordinate slots for Level 3 airports and facilitate Level 2 airports.
  • Perform coordination and facilitation processes in accordance with Calendar of Coordination Activities, which available at www.iata.org/wsg for each season.
  • Make available to all airlines operating or planning to operate on the information on coordination parameter for the next season, for all constrained components of an airport infrastructure.
  • Analyze actual utilization of declared capacity and how full or close to full the airport is on a typical busy week of the most recent season.
  • Provide each airlines with the details of their historic slots at Level 3 airports as a Slot Historical List (SHL) message.
  • Inform each airline of the results of Initial Coordination by Slot Allocation List (SAL) message accordingly, based on stated deadline.
  • Organize Airport Slot Coordination Meeting with airport operators, Department of Civil Aviation Authority of Malaysia (CAAM) and Ministry of Transport (MOT). 
  • Ensure compliances of any slot request or query within three (3) working days.
  • Decide which slots in the upcoming season to which each airlines operator has historical precedence, as per the initial coordination process.
  • Notify each operator in writing of the slots to which considered it has historical precedence before slot historic deadline.
  • Invite operators to apply for slots in the next scheduling season by the initial submission deadline.
  • Offer a slot series to an operator who has historical precedence over the series, provided conditions outlined in the company’s policies are met.
  • Assess applications and receive advice from stakeholders about the likely effect of an allocation on the operational efficiency of the capacity of the airport.
  • Hold regular meetings with the airport operator to discuss any changes to the airport that may impact capacity.
  • Seek formal advice from the air traffic control regarding capacity.
  • Attend and participate in biannual IATA Slot Conference.
  • Following IATA Slot Conference, confirm all allocations and finalize a waiting list for slots.
  • Update slot allocations and baseline the slots allocated on the Historic Baseline Date.
  • Assess operators according to the ‘use it or lose it’ test at the end of each scheduling season.
  • Assess applications for ad hoc slots between the operating hours, and offer slots where appropriate.
  • Assess applications for ad hoc slots outside the operating hours, and offer slots where appropriate.
  • Liaise with ICT technical personnel in solving problems that affecting the stability of SCORE system.
  • Responsible to ensure company policies and regulations are strictly followed.
  • Attend meetings as and when required by the Manager of NSCM.
  • Report to Head of Manager with regards to all operational issues.
  • Adhere to ISO9001:2000 Standard. 
  • To abide by instructions of the Head of Manager.

Key Challenges

  • To act in an independent, non-discriminatory and transparent manner to all airline operators.
  • To ensure the slots allocated are within parameters set for each particular airport.
  • To respond all SCR, SMA and SAQ within 3 working days.
  • To meet all deadlines set in IATA Calendar of Coordination Activities.

Relevant Industries

External        

  • Bachelor’s Degree with 1 year relevant working experience in Supervisory role.
  • Good knowledge in all aspect of Airport Operations and familiar with IATA Worldwide Slot Guidelines.

Education

External

  • Bachelor’s Degree preferably in Airport Management or Aviation Management or equivalent with CGPA of ≥ 3.0
