Job Description

POSITION GENERAL SUMMARY

To assist the Manager and/or Senior Executives in the Special Project Unit with tasks in preparing Tender, Quotation,and RFP documents, prepare mandatory and compliance evaluation reports, drafting tender evaluation reports and supporting other activities and administrative duties related to the unit's functions.

ESSENTIAL POSITION FUNCTIONS

• Execution of the standardization of all Quotation/Tender/RFP documentation in order to ensure smooth and effective administration of contracts.
• Collaborate with Budget Owners/Project Owners to gather and analyze project specifications and scope.
• Assist in Tender Evaluation Process.
• Assist in negotiations with contractors and suppliers to ensure comply with the procurement policies, procedures, andguidelines.
• Closely monitoring all out-going & in-coming tasks of the unit and advise to superior accordingly (Records & updates all incoming and outgoing tasks for the unit).
• Preparing Contract Document for any special projects especially Time 26++.
• Review and monitor the issuance Letter of Award (LOA).
• Review and monitor the issuance of SPA by Budget Owner.
• Assist in Monitoring of Final Account & retention.

Key Challenges

• Incomplete and insufficient information submission from Project Owner
• Last minute submission
• Ensure all Quotation/Tender/RFP documentation and evaluation report are prepared within Service Level Commitment (SLC).
• Managing tenders for complex projects that involve multiple components (terminals, runways, pavements, terminal facilities,etc).
• Managing tenders for combination CAPEX & OPEX projects (tender alternatives between Outright Purchase, Maintenance & Leasing Options).

Skills

• Possesses strong problem-solving skills, with a technical, analytical, and well organized mindset.

Education

• Degree holder in Quantity Surveying with minimum 1 years experience in Contract Management or construction / project management or related field.

Relevant Industries

• Degree holder in Quantity Surveying with minimum 1 years experience in Contract Management or construction / project management or related field.
