Job Description
Position Summary
The Manager – Group Finance (Budgeting & Planning) is responsible for leading the Group's budgeting, financial planning, performance monitoring, and financial analysis functions across the Company and its local and overseas subsidiaries. The role drives the annual budgeting process, provides strategic financial insights to support decision-making, monitors financial performance against approved budgets, and ensures alignment with the Group's strategic objectives and financial targets.
Key Responsibilities
- Lead and coordinate the Group's annual budgeting and business planning exercise for all local and overseas subsidiaries, ensuring alignment with the Group's strategic objectives.
- Lead the Group's periodic forecasting and reforecasting exercises, including the development of medium- and long-term financial plans to support strategic initiatives, investment decisions, and sustainable business growth.
- Manage the budget review and challenge process with finance business partners, business divisions and subsidiaries, and prepare the consolidated annual budget for approval by the Board of Directors.
- Monitor and analyse the Group's monthly financial performance against budget, including revenue, operating expenditure (OPEX), capital expenditure (CAPEX), EBITDA, and other key financial indicators, providing actionable insights and recommendations to Management.
- Prepare management reports, financial analyses, variance reports, and Board papers to support strategic decision-making and financial governance.
- Perform scenario planning and sensitivity analysis to assess the financial impact of strategic initiatives and business risks.
- Lead the preparation and validation of financial forecasts, cash flow projections, and valuation models to support fair value assessments of investments in subsidiaries, impairment testing, and other fair value accounting exercises, while coordinating with internal stakeholders, external valuers, and auditors.
- Coordinate the computation, reporting, payment, and audit of User Fees, ensuring compliance with Operating Agreements and regulatory requirements.
- Drive continuous improvement in budgeting, forecasting, financial planning, and management reporting processes through process optimisation, digitalisation, and the enhancement of financial policies, planning methodologies, and standard operating procedures (SOPs)
- Build strong partnerships with internal and external stakeholders to support effective financial planning, reporting, and business performance management across the Group.
- Lead, mentor, and develop the Budgeting and Planning team while undertaking other duties or special projects assigned by Management

Technical Competencies

- Knowledge of Malaysian Financial Reporting Standards (MFRS)
- Strong proficiency in Microsoft Excel and PowerPoint, and business intelligence platforms (e.g. Power BI) is an added advantage

Education
- Bachelor's Degree in Accounting or Finance.
- A professional qualification (ACCA, CPA, CIMA or equivalent) is an added advantage.

External

Minimum 8–10 years of progressive experience in Finance, Financial Planning & Analysis (FP&A), budgeting, management reporting, with at least 3 years in a managerial or supervisory role.

Experience in a large, diversified organisation with multiple business units or subsidiaries is highly desirable.
- Experience in a Big Four accounting firm and/or a public listed company (PLC), government-linked company (GLC), or multinational corporation (MNC) will be an added advantage.
