Job Description

POSITION GENERAL SUMMARY

  • Conduct analysis on the gap of MAHB's business and operationg model, assesment on the risk of adaptation of regulatory economics strategies and research on market and industry trends.
  • Maintain abreast understanding of the aviation industry and the policies that have impact on MAHB's operations, financial and performance. 
  • Keep up-to-date to any policy changes imposed by the Government and the regulators                                      
  • Drives engagement from key stakeholders by developing and implementing the agreed cascade of the communication materials.

 

ESSENTIAL POSITION FUNCTIONS

  •  Consolidate the necessary bottom-up inputs for submission to regulators in every regulatory period
  • Monitor and track progress of all work streams with stakeholders 
  • Perform gap analysis on MAHB's business, operating and organizational models for a regulatory framework
  • Perform analysis on institutional and governance structures
  • Perform assessment of internal and external risks, challenges, and opportunities from the adoption of regulatory strategies as well as addressing the implementation risks 
  • Perform validation of market and industry trends outlook on the regulatory economics strategies
  • Support in preparing economic and social impact assessment of the strategies implementation (with the integration of legal assessment by external legal counsel)
  • Prepare communication plans for engagement with airlines, ground handlers, regulators, state governments, federal governments, ministries &, etc for negotiation and consultation process
  • Facilitate policy awareness for MAHB on regulations and policy and their impact on MAHB
  • Identify process improvements and solutions to ensure that MAHB's business processes are efficient and able to cater to regulators requirements

  • Conducts negotiations with regulators and acts as the main representative on all matters relating to regulatory economics.

  • 'Work closely with the divisional leadership team to develop or recommend regulatory framework strategies to enhance organizational performance and to ensure a comprehensive and robust regulatory documents submission.

Skills

  • Excellent command of the English language, with meticulous attention to detail and the ability to write concise report
  • Extensive corporate communications experience either in-house or at a consultancy with analysis skills necessary for supporting business and regulatory evaluation.
  • Strong research analysis and writing skills to contribute to policy papers, technical documents, stakeholder and public comment reports and regulatory language.
  • Problem solving skills with ability to analyse situations, identify existing or potential problems and recommend solutions.
  • Good business sense and a wide degree of creativity and economic latitude is expected.
  • Possess good presentation skills with the ability to effectively communicate regulatory and financial transactions.
  • Good interpersonal skills and ability to work effectively/establish credibility with internal colleagues and external stakeholders.
  • Team player with the ability to work in a fast-paced environment and respond effectively to changing priorities.
  • Self-driven, strong determination and able to work under pressure.

Relevant Industries

External

  • Degree with a minimum of 5 years relevant working experience

Education

  • Recognised Degree Certificate preferably in Business/Economics/Corporate Communication/Government Policies/Aviation Management
  • Master degree or professional qualification in Business/ Economics/Corporate Communication/Aviation Management would be an added advantage
