Job Description

POSITION GENERAL SUMMARY

Oversee the entire contract management process for the Operations Division at MASB airports, including drafting, evaluating, negotiating, and executing various types of contracts and ensure timely renewals.

 

ESSENTIAL POSITION FUNCTIONS

  • Track and ensure a smooth renewal process for all Operations Division contract services at all MASB airports.
  • Prepare masterlist and consolidate the contract management information, contract reports, contractual records and documentation of all contracts for all projects.
  • Serve as the point of contact/ procurement for contractual/ procurement matters including providing guidance. Act as “middleman” between airports and stakeholders, ensure timely review and approval/ reconciliation of variations.
  • Prepare an Approval Paper related to Contract Renewals (Open Tender/ TBI/ RFQ), Extensions, Variation etc.
  • Assist the Tender Evaluation, negotiations and clarification process with vendors to secure advantageous terms & competitive prices.
  • Monitor vendor performance Evaluation (VPE) process during contract period and  the Contractor Service Performance relating to Certificate of Payment (COP).
  • Review draft tender documents with Contract Owners and Procurement,  via Procurehere System.
  • Assist to strategize on the cost consumption and control for contract services.
  • Support relevant departments in preparation of the annual operations budget, data and forecast.
  • Ensure contract close-out, extension or renewal by Contract Owner and overall SLA are complied with
  • Assist to prepare financial modeling, monitoring and control of OPEX.
  • Assist on contract Termination, Withdrawal, Breach of Contract, provide recommendations and (often) negotiate directly with the Contract Owner until consensus are reached

Key Challenges

  • To achieve the objectives of MASB;
  • To achieve the KPI;
  • To ensure that all airports under the management of MASB comply with regulatory requirements and ICAO standard and recommended practices (SARPs);
  • To fulfill the requirements by airlines, aircraft operators, cargo operators, flying academy, ground handlers and airport agencies;
  • To ensures service level provided by cleaning, grass cutting, landscape, garbage disposal and pest control service providers meet the service level according to the contract document/agreement;
  • To meet customers satisfaction dealing with operations division.

Skills

  • Posses Good Communication, interpersonal and consultative skill
  • Good Supervisory skill
  • Ability to analyze data and provide related recommendation
  • Good in written and spoken of Bahasa Malaysia and English, and must be computer literate.
  • Customer service oriented with pleasant personality.
  • Able to work independently with minimum supervision.

Relevant Industries

  • Degree with CGPA > 3.0 and minimum 3 years relevant experience 

Education

  • Degree in any discipline, preferably in Airport Operations Management
