Job Description

POSITION GENERAL SUMMARY

Assist the Technical Manager in planning, organizing, directing, controlling, and evaluating construction projects related to Civil & Structural, Infrastructure, and Architectural aspects from start to finish according to schedule, specifications, and budget.

 

DETAILED  DESCRIPTION

 

Design Leadership & Coordination

  • Lead Design Coordination: Direct the coordination of Civil & Structural (C&S), Infrastructure, and Architectural disciplines to ensure contractor proposals meet technical requirements and industry standards.
  • Interface Management: Identify and resolve design gaps and interface conflicts between C&S, M&E, and Architectural disciplines to prevent construction delays, rework, and on-site surprises. Ensure all design outputs are coherent, integrated, and fit for purpose across all trades.
  • Technical Review: Review and evaluate structural steel, civil, infrastructure, and architectural designs to ensure they support the Baggage Handling System (BHS) in meeting its functional, suitability, safety, and maintenance requirements.
  • Stakeholder Liaison: Proactively engage stakeholders — including the Project Management Consultant (PMC) and contractors — to clarify design intent, articulate end-user requirements, and protect employer interests.
  • Statutory Compliance: Ensure all architectural and structural designs comply with applicable local regulations and standards, including UBBL, BOMBA, and Malaysian engineering standards.

 

Project Implementation & Quality Assurance

  • Construction Oversight & Quality Enforcement: Conduct regular site audits to verify workmanship quality and installation compliance with approved designs.
  • BIM/PIM Integration: Fully utilize Building Information Modelling (BIM) and Project Information Modelling (PIM) for project coordination, progress monitoring, clash detection, and risk identification.
  • Programme Improvement: Work with the PMC to identify opportunities to improve project speed, optimize work programmes, and develop mitigation strategies for potential delays.
  • Safety & Compliance: Adhere to Company Safety Standards at all times and actively promote a strong safety culture across all project stakeholders and site personnel.
  • Project Close-Out: Lead project close-out activities including defect rectification and snag list resolution. Conduct detailed reviews of As-Built drawings to ensure accurate and complete project handovers and documentation.
  • Ad-Hoc Duties: Undertake any other project-related tasks and responsibilities as directed by management.

 

Reporting & Cost Control

  • Tracking, Reporting & Submittal Management: Maintain rigorous monitoring of design submittals to ensure full project visibility. Collaborate with the PMC to identify and escalate blockers, delays, or emerging issues to the Technical Manager for timely resolution.
  • Value Engineering: Proactively identify alternative materials and cost-optimization opportunities that maintain or enhance design quality while managing project expenditure within budget. Critically review all design changes and Variation Orders to safeguard project scope and cost.

Key Challenges

  • Ensuring design is coordinated and approved in a timely manner while managing a large volume of submittals for review
  • Multi-disciplinary design process across various trades to implement a complex baggage handling system spanning large areas and buildings
  • Brownfield project in a live airport where existing building constraints limit design options and require continuous coordination across stakeholders

Skills

  • Strong understanding of Civil & Structural (C&S), Infrastructure, and Architectural design principles
  • Ability to work with BIM tools such as Navisworks
  • Excellent written and verbal communication and interpersonal skills
  • Able to work independently
  • Familiar with Malaysian engineering standards, regulations, and industry good practices
  • Experience in contract management and dispute resolution, including preparing technical and formal written responses  

Education

External        

  • Recognized Degree level in Civil Engineering or relevant from an established university in Malaysia accrediated by Boards of Engineer Malaysia with min CGPA of ≥ 3.0

Relevant Industries

External        

  • Having 3 years of relevant experience in an executive role is an added advantage.
  • Possessed technical experiences in large and complex scale construction industry (>RM 500million),
  • Experiences in managing and coordinating multiple local and international contractor,
  • Knowledge and experiences Building Information Modelling (BIM) & Project Information Modelling (PIM)
  • Experience in contract management and dispute resolution
  • Relevant experience in Baggage Handling System (BHS) is an added advantage.
