Job Description

Position General Summary

  • To provide strategic leadership, coordinate, and ensure effective implementation of aerodrome compliance strategies, policies, and monitoring frameworks in alignment with national and international regulatory standards. The role ensures enterprise-level oversight and performance monitoring of compliance activities, acts as the principal advisor on regulatory matters, and drives a risk-based, proactive compliance culture across the airport ecosystem.
  • The Senior Manager provides expert guidance, drives corrective action plans, and facilitates continuous improvement in compliance performance, while fostering strong collaboration across internal departments and with external stakeholders. The role is key to safeguarding aerodrome certification, supporting operational readiness, and aligning compliance functions with long-term airport safety and infrastructure strategies.        

 

Essential Position Functions

  • Develop and execute long-term strategies for aerodrome compliance aligned with CAAM, ICAO, and organizational objectives.
  • Ensure continuous compliance with certification requirements through structured internal oversight, audits, inspections, and self-assessments.
  • Implement enterprise risk-based frameworks to prioritize compliance focus areas and optimize resource utilization.
  • Establish KPIs and dashboards for aerodrome compliance performance, ensuring timely data analysis and decision-making at senior levels.
  • Represent the organization in regulatory forums, inspections, and audits; serve as the key liaison with CAAM, ICAO, and other regulatory stakeholders.
  • Ensure robust, timely resolution of compliance gaps and systemic findings, and validate effectiveness of implemented actions.
  • Lead the review, development, and endorsement of internal aerodrome compliance policies, SOPs, and technical standards.
  • Lead and mentor a multi-disciplinary team of compliance professionals; build succession plans and maintain critical regulatory expertise.
  • Monitor global trends and regulatory developments, ensuring timely adaptation and internal alignment to changing standards.
  • Foster a culture of excellence and improvement in compliance practices through the use of technology, data analytics, and cross-functional collaboration.
  • Prepare and  provide periodic compliance assurance reports and recommend improvements or investments to mitigate risks.
  • Consolidate board paper for EHSOR/BRMC, CRMC, SMSRB, MAHB Board with coordination with Compliance & Enforcement team and various stakeholder
  • Represent the company in various internal, external committee at national and international level

  • Championing risk-based thinking in a traditionally reactive compliance culture.

Skills

  • In-depth knowledge of ICAO Annex 14, CAAM Civil Aviation Directives (CADs), Airport Standards, and SMS principles.
  • Expert understanding of CAAM certification processes, internal audits, and other type of aerodrome inspections.
  • Strong ability to translate regulatory and audit data into risk-based decisions and strategic actions.
  • Competent in policy development, data interpretation, and enterprise-level problem-solving.
  • Proven ability to lead multi-disciplinary teams, inspire regulatory accountability, and drive cultural change.
  • Effective in managing through influence, particularly in high-stakes regulatory environments.
  • Strong interpersonal, negotiation, and communication skills with regulators, authorities, and cross-functional leaders.
  • Skilled in presenting complex compliance matters to executive leadership and external bodies
  • High integrity; ability to challenge the status quo, and act without conflict of interest.

Education

External        

  • Bachelor's degree in Aeronautical Engineering, Aviation Management, or related field (Master’s degree preferred)
  • Relevant ICAO, CAAM, or EASA certifications in aerodrome safety, auditing, or compliance.
  • Minimum 10–15 years of experience in aviation/aerodrome operations, with at least 5 years in a compliance or regulatory leadership role.
