Job Description
Position General Summary
- Lead the development and implementation of the Group's Safety Culture and Capability agenda by establishing a proactive safety culture, strengthening organisational safety competencies, and embedding human factors and behavioural safety principles across the organisation.
- The role is responsible for driving strategic initiatives that enhance leadership commitment, workforce capability, occupational health, organisational learning, and employee engagement to position safety as the foundation of operational excellence
Essential Position Functions
1. Develop and drive the Group Culture Strategy
- Establish a sustainable and proactive safety culture that reinforces safety as a core organisational value across the Group.
- Establish initiatives that promote a Just Culture, proactive reporting, employee engagement and shared accountability for safety.
- Conduct periodic safety culture maturity assessments and recommend strategic interventions to drive continuous improvement.
2. Safety Capability and COmpetency Development
- Build a competent workforce equipped with the knowledge, skills and behaviours required to sustain operational excellence and effective safety management.
- Collaborate with Human Capital to design structured learning pathways, certification programmes and competency development initiatives.
- Monitor capability development outcomes and implement continuous improvement initiatives based on organisational needs.
3. Safety leadership and Organisational Engagement
- Enhance leadership ownership and employee participation to embed safety into organisational decision-making and daily operations.
- Design and implement Safety Leadership programmes to strengthen visible leadership commitment and accountability.
- Partner with business leaders to integrate safety leadership practices into business planning and operational execution.
- Promote employee participation through engagement programmes, safety forums and leadership communication initiatives.
4. Safety promotion and Communication
- Foster a strong safety mindset through effective communication, awareness and organisational engagement.
- Collaborate with Safety unit at operational level in develop and implement Group-wide safety communication and promotion strategies.
- Collaborate and coordinate safety campaigns, awareness programmes and recognition initiatives to reinforce positive safety behaviours with subsidiaries.
- Ensure consistent communication of safety priorities, initiatives and Lesson from Incident (LFI) across the Group.
5. Occupational Health and Hygiene
- Promote a safe and healthy workplace by strengthening occupational health governance and employee wellbeing.
- Provide strategic oversight of occupational health, industrial hygiene and employee wellbeing programmes across the Group.
- Ensure compliance with relevant occupational health legislation, corporate standards and industry best practices.
- Monitor emerging occupational health risks and recommend appropriate mitigation strategies.
6. Business Transformation and Continuous Improvement
- Ensure safety culture and capability are embedded in organisational transformation and future business initiatives.
- Integrate safety considerations into organisational transformation, operational improvement and strategic projects.
- Lead initiatives that enhance organisational resilience, workforce capability and safety performance.
- Promote innovation and continuous improvement through the adoption of emerging industry practices and technologies.
Key Challenges
- Ability to maintain strict neutrality and independence from day-to-day operations; capacity to manage complex, multi-layered regulatory environments under high pressure.
Skills
- Thorough mastery of international/national aviation safety regulations (e.g., ICAO, CAAM directives) and OSHA frameworks.
- Expert skills in stakeholder engagement and influencing senior management on strategic safety initiatives.
Excellent report writing and presentation skills.
Education
- Bachelor's Degree in Occupational Safety & Health, Engineering, Aviation Management, Organisational Psychology, Risk Management, Business Administration or an equivalent discipline.
- A Master's Degree in Safety Management, Human Resource, Industrial & Organisational (I/O) Psychology, Organisational Development or Business Administration is an added advantage.
Relevant Industries
External
- Minimum of 7 years relevant experience in safety management, aviation safety, occupational safety, organisational capability or operational excellence within a large and complex organisation.
- At least 5 years in a managerial capacity.
- Proven experience in developing and implementing safety culture, organisational capability or workforce transformation initiatives.
- Experience in leading cross-functional projects involving multiple business units and external stakeholder
- Exposure to airport operations, aviation, transportation, infrastructure or other highly regulated industries is highly desirable.
