Job Description
Position General Summary
- To lead, establish, and enforce the group-wide safety governance framework, compliance monitoring mechanisms, and risk investigation protocols across Malaysia Airports Holdings Berhad (MAHB). This role ensures robust compliance alignment with national and international aviation safety regulations while mitigating systemic operational risks.
Essential Position Functions
1. Safety Governance
- Develop and maintain the Group Safety Governance Framework, policies, standards and governance processes to ensure a consistent approach to safety management across all business units and subsidiaries.
2. Safety Assurance
- Lead the implementation of enterprise safety assurance programmes including audits, inspections, assurance reviews and compliance monitoring to verify the effectiveness of safety controls.
3. Incident Investigation
- Provide strategic oversight of major incident investigations and ensure investigations identify systemic causes, organisational weaknesses and opportunities for improvement.
4. Learning from Incident (LFI)
- Establish a Group-wide Learning From Incidents programme to capture, analyse and disseminate lessons learned from operational events, audits and investigations.
5. Safety performance
- Lead the development of Group Safety KPIs, leading indicators, dashboards and performance analytics to support Executive Management and Board reporting.
6. Enterprise Safety Reporting
- Provide consolidated safety performance reporting for the Head of Group Safety, SMT, and the ESHOR Board, moving away from purely positive paper exercises to transparent risk escalation.
7. Regulatory Coordination
- Coordinate strategic engagement with CAAM, DOSH, Ministry of Transport, external regulators regarding enterprise safety matters.
8. Continuous improvement
- Drive continual improvement initiatives using ICAO SMS, ISO 45001, High Reliability Organisation principles, Bow-Tie Risk Management, Human Factors
Key Challenges
- Ability to maintain strict neutrality and independence from day-to-day operations; capacity to manage complex, multi-layered regulatory environments under high pressure.
Skills
- Thorough mastery of international/national aviation safety regulations (e.g., ICAO, CAAM directives) and OSHA frameworks.
- Expert skills in regulatory negotiation, strategic risk management, and executive stakeholder management.
Excellent report writing and presentation skills.
Education
- Bachelor’s Degree in Aviation Management, Engineering, Occupational Safety & Health, Law, or a related discipline.
- A Master’s degree or professional certification (e.g., Certified Industrial Hygienist (CIH), Certified Safety professional (CSP), Chartered Member of the Institution of Occupational Safety and Health (CMIOSH)) is highly advantageous.
Professional certification in one or more of the following is preferred:- Chartered Member of the Institution of Occupational Safety and Health (CMIOSH)
- Certified Safety Professional (CSP)
- NEBOSH Diploma in Occupational Health and Safety
- ICAO Safety Management Systems (SMS) Professional Training
- ISO 45001 Lead Auditor
Relevant Industries
External
- Minimum of 7 years of progressive experience in corporate governance, safety compliance, or regulatory management within high-hazard industries (preferably aviation, transit, or heavy infrastructure), with at least 5 years in a managerial capacity.
