POSITION GENERAL SUMMARY
- The Senior Manager, Land Planning & Business Development is a dual-track leadership role responsible for safeguarding and optimizing Malaysia Airports’ extensive land bank. You will lead the strategic masterplanning and land administration efforts while driving business development initiatives to unlock real estate value, particularly in large-scale mixed-use and industrial developments (e.g., KLIA Aeropolis).
ESSENTIAL POSITION FUNCTION
Strategic Land Planning & Masterplanning
- Oversee the conceptualization and implementation of urban design guidelines, land use plans, infrastructure plans and masterplans for mid-to-large scale real estate projects.
- Lead development feasibility assessments.
- Ensure all development plans align with aviation requirements and long-term commercial goals, with a focus on integrated industrial and mixed-use components.
- Manage zoning, density, and land-use conversions to maximize the development potential of airport lands.
- Promote and implement best practices and technology in pre-development planning.
Land Administration & Regulatory Compliance
- Serve as the subject matter expert on the National Land Code (NLC) and other relevant state/federal land enactments.
- Lead on land related initiatives such as land titles registration, renewals, subdivisions, and amalgamation processes.
- Ensure projects comply with town planning regulations and environmental guidelines
Strategic Stakeholder Management
- Act as the primary liaison with high-level government and regulatory bodies, including:
- Federal Lands Commissioner (PTP)
- State Land Offices (PTG/PDT) and Local Councils (PBT)
- Relevant Ministries (MOT, KPKT) and specialized agencies (PLANMalaysia).
- Negotiate and secure approvals for land related matters, development orders, and gazettement processes.
Business Development
- Identify and evaluate market opportunities for real estate growth within the airport ecosystem.
- Develop business cases and feasibility studies for industrial parks and commercial hubs.
- Collaborate with joint venture partners and third-party developers to execute land-lease or sublease agreements and joint venture agreements.
Key Challenges
- To identify appropriate and opportunistic development ventures in view of competing large scale township development and regional attraction for investors FDI.
- To secure quality investors to participate in the proposed development; to balance the investors requirement and Company's interest.
- To obtain Company’s agreements in pursuing the business opportunities by presenting convincing feasibility and financial studies of the recommended initiatives.
Skills
- Technical Expertise: Deep familiarity with the National Land Code and Malaysian land law.
- Comprehensive understanding of the Town and Country Planning Act 1976 (Act 172).
- Experience in the end-to-end development process (from land conversion to CCC
- Business Acumen: Strong grasp of real estate/land economics to ensure project bankability.
- Stakeholder Skills: Exceptional negotiation and "government relations" skills; ability to navigate complex bureaucratic processes with diplomacy and persistence.
- Language: Fluency in Bahasa Malaysia and English is essential for high-level stakeholder engagement.
Education
- Bachelor’s Degree in Town Planning, Real Estate Management, Land Administration, or a related field.

External
- Experience: 13+ years of experience in land matters and masterplanning, with a proven track record in managing mid to large-scale mixed developments or industrial parks.
