Job Description
POSITION GENERAL SUMMARY
Manage and strategize procurement business plan in order to create values in procurement spend of the organization through a transparent process in compliance with corporate governance.
ESSENTIAL POSITION FUNCTIONS
- Establish and enforce the implementation of Procurement Policies and Procedures (3Ps) in order to ensure transparency in procurement activities.
- Control the standardization of all tender documentation in order to ensure smooth and effective administration of contracts.
- Administrate current procurement policies, procedures and guidelines by adopting a comprehensive disclosure to eliminate non-compliance practices in order to observe good corporate governance.
- Negotiate with existing and potential vendors to achieve cost savings by evaluating the contractual terms and pricing in order to develop a robust service level agreement (SLA) for the benefit of MAHB.
- Implement and manage departmental business plan and ensure procurement strategic approach is implemented within the time frame in order to produce the quantified targeted result.
- Implement and manage for the supplier relationship management (SRM) on airport procurement activities to create a pool of highly capable vendors in order to remain competitive in market place.
Key Challenges
- SBUs awareness on Procurement Policies and Procedures (3Ps).
- Implementation of Red Book (procurement guidelines and best practices) issued by Putrajaya Committee on GLSs High Performance (PSG).
- Difficulty in crafting tender and other procurement documents (RFP, LoA, LoI, Contract Documents etc) since this requires in-depth on the job digestion of knowledge covering the technical, operational, IT related, commercial aspects etc.
- On-going study in harnessing new knowledge which is only possible through on the job involvement in the specific project such as that involves SBU business interests eg. the highly technical ILHBS and PSS projects etc.
- Not every tender or procurement documentation is the same, hence generalising the process is not possible most of the time. It is imperative that understanding the basic concept is in place and equipping oneself with the skills through the day to day involvement in the process.

Education
EXTERNAL
- Degree preferably with specialization in Quantity Surveying or other equivalent professional qualifications.
- Master degree would be an added advantage.
Relevant Industries
EXTERNAL
- Degree with a minimum of 7 years of relevant working experience.
